Following the legal provision allowing construction within 500 meters behind the beach, a procedure will be initiated, and building permits will be granted quickly. This, I repeat, is extremely bad. Many detailed development plans have been approved, some of them illegally, and instead of solving the problem through legislation, things will become an even bigger issue. All of this has led to new investment pressure in Tsarevo. If we talk only about "Koral," the interests there exceed 300 million BGN. This encourages further legal violations, which have been occurring since 2007-2008 and continue to this day. This was stated by the ecologist Toma Belev from the "Green Movement" in an interview with Lili Marinkova on the show "Conversation" in the "FACTS" studio.

"Currently, laws are being violated in Tsarevo because construction is happening despite the lack of a General Development Plan. Construction is taking place in zones 'A' and 'B', where the law completely prohibits building without a General Development Plan, yet some plans with old dates are being pulled out. This problem is very big and very serious, and the properties are involved in various transactions. Without an active General Development Plan for Tsarevo, this problem will never be resolved seriously. We also need changes to the Spatial Planning Act. We see recent actions and efforts by the Movement for Rights and Freedoms (DPS) in favor of photovoltaic power plants. I think this is dangerous for Bulgarian land and forests. We have a veto from the President, and his arguments sound solid because European directives, the Constitution, and citizens' right to access justice are being violated. But I want to point out that this issue has been poorly communicated to the public," Toma Belev added.
